According to current theories time travel is only possible if we can create and "end point" to which we can travel back in time to. This end point would most likely be some form of wormhole or hypothetical high energy point. This of course subject to much theoretical debate. But if we were to make this point now then people could only travel back in time to the point and place in time where this point is made. So we could not travel back in time before this "point" was made so things such as wars in past can never altered only things that happen after a point is generated.

No because no one from the future has traveled back yet and stopped all the mad wars and poverty.
