No its muscle memory. You will just need to be careful after surgery to not injure yourself by working out too soon after. Then it will just be damaging to your body.
References :
Depending on the surgery, you will need some recovery time. Because of the presumably invasive procedure, your muscles will need to recover before they can be boosted up again.
If you are already fairly fit, it shouldn't be too terribly difficult to get back into shape as your muscles are already trained to stand physical activity.
Remember to take it slowly for the first few times as you don't want to strain your muscles too much too soon as you may do some irreparable damage.
References :
after surgery your body will need time to heal but since you are already healthy that will speed the process.
for arm surgery weight training will be out for a bit. plan maybe a month of cardio and then a month of light workouts getting you back onto your program.
References :
Nope. You have muscle-memory now, meaning it'll be easier and faster to build this time. Doing ALL your PT is very important, and as soon as you're cleared for more exercise do as much as you can that still feels right. Obviously over-doing it will slow you down when you have to take time off to heal overly sore or pulled muscles.

The speed depends heavily on your natural healing ability, age, and pre-surgery fitness level. My friend and I both went through some stuff this year--her cesarean, my broken pelvis, and for each of us it didn't take nearly as long to get our mobility and body back as we feared! Pain is another issue, but since you didn't break yourself I wouldn't worry about that too much. ^_^

Speedy recovery!
References :
I'm sure it does take some hard work but it really depends what is being done to your arm.
References :
Is it hard getting back into shape after surgery?
i currently have a lean muscular body but i might need surgery on my upper arm. Does it take the same amount of time to get into shape as it did the first time?
